April 11, 2007, 10:02pm (report abuse)A bill such as this is badly needed. The explosive growth of electronic products, and their propensity to become obsolete rapidly, is filling landfills and developing countries with hazardous waste. I would not object to a $10 charge which would cover the cost of recycling an old computer, for example. I do think that the manufacturers should also be made to reclaim and recycle their own products; however, H.R. 233 is a good start. In the EU, manufacturers are already required to take back their products when they are no longer useful.
