October 15, 2008, 11:23am (report abuse)The bill's sponsor, Congressman John Kline, MN2, was unable to secure funding for this bill. Kline is Minnesota's least effective member of Congress. Because Kline has refused to pursue funding for 'earmarks,' he is not very effective in getting funding needed to enact new programs.
