Comprehensive National Mercury Monitoring Program Establishment Act - Directs the Administrator of the Environmental Protection Agency to establish a national-scale mercury monitoring program. Requires such program to monitor: (1) long-term changes in mercury levels in the air and watersheds; (2) mercury levels in water and soil chemistry; and (3) mercury levels in plants and animals.
Establishes the Scientific Advisory Committee to advise the Administrator on the establishment, site selection, and operation of the program.
