Ooooohhh! A bill that would require Congressmen and women to be forthright when they are exceeding their authority. How refreshing. Of course, it is so contrary to the goals of all congress people that it doesn't have a chance of making it out of committee, but we can hope.

I expect, even with the passage of this bill, they'll use the "Necessary and Proper", "Interstate Commerce", and "General Welfare" clauses ad nauseum.
