H.R. 1302 would require the President to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.

As Lou Dobbs pointed out on Feb 14th, 2008, this bill is not only unworthy of any consideration, but this bill also would disarm ALL peoples of small arms used for their own protection. It also would sign on the U.S. to that idiot Kyoto treaty.

Government is force. It is the power to tax, to fine, to arrest and even to execute. It is not the proper way to get "nice things" done, even if they're the right thing to do.

I believe people SHOULD help the impoverished, and that we CAN and SHOULD help those in poorer countries. But I do NOT think it out to be done by law. Forcing people to do good things is not a good thing.

Taking money away from some to give to others is robbery, not charity.

Charity should be VOLUNTARY, not mandatory, by law.

Everyone that opposes this bill had better get in touch with their representatives and voice their opinion there. I have done so and have gotten a bunch of dribble back that will not even discuss the issue..I am sickened by this bill and have tried to tell everyone I know to educate themselves and make noise about their opposition, and will continue to do so.

They are asking for an increase from 25 million to 50 million. Where did the 1st 25 mill go?

This is SUCH a horrible idea. We are not responsible for the world people. When will you realize that? We are already in debt over our heads but we want to spend $1.4 billion to protect mexico's boarders and then $804 billion over the next 13years to pay wages to people in other countries? Wake up folks.

We post messages here like the ordinary citizens opinion really matters. It is obvious that the U.S. government no longer represents the American people. The brainwashing government media has successfully brainwashed most of us using divide and conquer thinking. If we keep worrying about democrat vs republican, liberal vs conservative, Obama vs Clinton, races, religions, economic classes.... we will never unite against the true enemy: the global elitists that took over every important position in the U.S government.

Proponents of this bill should find a reality pill. Some of your comments are laughable. First of all, if we're going to feed the world, then let's include some birth control pills with it. How about including some measures to stop the spread of AIDS? The proponents must also support the war in Iraq, because if we try feeding the world we're going to be responsible for their safety. More Africans are being murdered by Islamic regimes than those starving. Do any of you know how much money America is spending on these countries now? Oh, of course... throwing money at a problem will solve it. Typical response from a politician. Obama may well be the world's newest socialist. Let's not turn our backs on starving people, but let's use some common sense, something not recently found in the D.C. beltway.

Are some of you serious? This bill is actually the stealing of nearly ONE TRILLION DOLLARS over 13 years if enacted, from the US taxpayer..on top of all the foreign aise we give. Add in the OVER 1 MILLION LEGAL immigrants we allow in each year (plus millions of illegal's) and some of you think we are not doing enough for the world? LOL What a joke. There are plenty of people here that need the help before we bankrupt us trying to do the impossible. But of course that is the plan behind the puppet masters pulling the socialists strings. They cannot destroy the US from the outside, so they are trying from the inside. IT WILL NOT WORK!

The passage of this Bill could set off a violent revolution in America. It requires us to ratify a UN treaty that bans all small arms and light weapons in the US. This VIOLATES our 2nd Amendment rights. It is Perjury to take an oath to defend the Constitution and then sponsor such legislation.

This bill tears at the sovereignty of this Nation. It does so much more than jst aim at poverty. It takes precedence over the 2nd amendment and requires us to spend over 800 billion a year on foreign aid. Support of the Kyoto agreement is also required. This is leading to one-worls government. Americans had better wake up, get involved before the left gives away our country.

If you believe that this bill will actually do what it promises- you should perhaps review the history of the UN's success in eliminating global poverty. The aid given to many African nations is flagrantly abused by their own leaders. Not to mention the extraordinary tax obligation it places on our nation. All at a time when the Democrats admit that giving back our own tax money is what we need. Obama, who is sponsoring this bill, panders on the campaign trail to the misinformed and the underprivileged promising government will fix all of their problems (as if it could). How in the world is he going to start at that if we spend our money like a 16 year old girl with her daddy's credit card?

Aiding other nations is a noble cause- but history proves that throwing money we don't have at them does NO good. The most effective change in these countries happens not from foreign governments but private enterprise and fundamental liberty in their own governing bodies.

Are you kidding me? Our government isn't even taking care of it's own citizens (e.g. unemployement insurance, social security) and you want to dump $845 billion on the rest of the world? The passage of this legistlation is great timing too, given that we just entered a recession. As regrettable as coniditions are in some countries, the US simply can't afford to buy the rest of the world out of poverty. Not to mention it doesn't work anyways.

I would like to see Ron Paul as the next president. I don't agree with everything he is about 100% but I do agree with his views on government spending, taxes, and getting us back to following the constitution. He doesn't get much coverage on TV I think because he isn't as entertaining as the other clowns and he does have common sense.

I too want to see our country's image improved globally but not by giving funds to the UN. Lets do it in our own name or not at all. This Global Poverty Act is not a solution but huge mistake.

I dont want to be like the rest of the world I want to remain the strong super power. Travel to China or Russia one time and you will realize that we do not want to be like them. This act is a step toward socialism. If you really care about our freedom read the bill closely and then call your senator and representative and tell them to vote against this bill.

I have only read a few of the comments, and I am convinced more than ever that the brainwashing of American students is working. The young people of today are more willing to embrace socialism and globalism. It saddens me to see how naive so many of the upcoming generation are. Their support of this bill only unveils their ignorance. It is not that conservatives are not compassionate. The poverty around much of the world is terrible. However, bankrupting America won't solve the problem. We are the largest contributors in the world to foreign aid. We are only able to do so because our capitalist system creates enough wealth to do so. If we travel further down the road to socialism, we will be no good to anyone.

I have read that the UN will handle the funds and as we know if funds disappear no one at the UN is held accountable. By the way this is costing the U.S tax payers 185 BILLION DOLLARS on top of what we already give.

While I am in sympathy with those in need, I am tired of footing the bill for the rest of the world. If we really want to help the impoverished, teach them to not have so many children! We see pictures of mothers holding babies with two or three other children clinging to their skirt. When will everyone wake up and realize there is a direct relationship -- IF YOU CAN'T AFFORD TO FEED YOUR KIDS, DON'T HAVE THEM! In addition, the money being thrown at the poverty stricken nations never seems to make it past the big shots to feed the people really in need or to make their lives better. Charity starts at home -- how many do we have here in the U.S. living at poverty levels?

Most people, I am looking at you lying right-wing media clowns, are lying their teeth off about this bill. The bill simply says the U.S. will try to increase its aid to Africa by $25 billion a year. That's it. Prez. Bush pushed this bill and is promoting it in Africa now.

The USA has long made massive relief donations to third-world countries through private Christian aid organizations. The end result? Since 1960, the world population has increased from 3 billion to 6.5 billion people. This increase has come almost exclusively from third-world countries. They are poor because of corrupt governments and disfunctional cultures. Our reward for our charity and our low birth rates is that third world people are flooding into Europe and North America and the results will be disasterous. If the money raised by this bill goes through the UN, expect much of it to into Swiss bank accounts of UN bureaucrats and third-world dictators and to Islamic terrorist groups.

I am opposed to this bill because the United States simply cannot afford it. The U.S. is getting close to 10 trillion dollars in debt. Up from 5.5 trillion when President Bush took office. It is time that the interest of the American People were put first. Total Government spending outside of the U.S, plus interest on the natioal debt, exceeds personal income taxes collected by our Government. To quote Govenor Bloomberg (NY Govenor) "The economy of the U.S closely resembles that of a third world country". We are the ones that need foreing aid. The Government is borrowing money from foreign countries (eg: China, Japan, ect;) to finance our debt.

Before you pass this bill one should read the UN Millenium Decree. It destroys United States sovereignity and places us under UN rule. In the 60 year history of the United Nations, they have either stood by and watched or participated in the killing of well over 100 million people, mainly by GENOCIDE !!! I think we can do without this one.

We intend to filter money through the U.N. to accomplish something? What are the U.N.'s accomplishment in the world thus far? 1.....2.....????? Haven't seen any in years. If we want to flush our hard earned dollars down the proverbial toilet, send them to the U.N. By the time hands are greased and the bureaucrats get their share, the poor receive nothing. I say to sponsor mission projects (buy a cow, loans for women in small business, buy a net, dig a well), they have proven accomplishments and the money gets to the people who need it.

What right does our government have to FORCE our taxpaying citizens to send money to support other countries? This is global welfare! If our politicians want to help, why don't they encourage citizens to VOLUNTARILY DONATE to one or more recognized charities that are working in these impoverished nations? The GOVERNMENT has no right to give away my hard-earned money without my consent, and they are partially depriving me of the emotional reward of donating my own money privately to where I feel the money is most needed and can do the most good.

I am all for NOT giving our money to the UN or anyone else who wants it.

I amm wondering exactly where the 854 billion estimate is coming from.

I read the bill, and I don't see exactly where it states what the US gov will be committing to.

I need to know so I can respond to people who say... "this is just some neoconservative scare tactic, it doesn't say that in the bill".

I want to be able to have my facts straight..

Doesn't most foreign aid end up in the wrong hands such as warlords? Why should we increase the amount we're spending when what we give now isn't spent right? One more way to put our nation's sovereignty into the hands of the UN. This is a horrible bill! I hope it dies.

Even while meaning to do good this Bill is enormously destructive. You cannot forcefully steal from one group of people and give to another. A force of good must never attain their ends by theft, or violence. Once the world learns this it will be peaceful. Globalization by legislation or war is death to us as a group and death of the individual. Do not be lured into doing this or you will sell your soul. Evil always wears the costume of good.

The bill does more than donate money the UN which we need to withdraw. It also commits US Citizens to International law and disarms legal citizens which will increase crime. I citizen of America and not a citizens of the UN's one world government. I agree that it is an attempt to furthure bankrupt the country and lower the living standard of the American People.

I'll bet that almost all of the people that are for is tax is against WAR. Every country has a government of some sort. Some are democratic and some are dictators. Would it be ok for the countries that are poor and run by a dictators to have their share of this tax stolen from them? WAKE UP AND SMELL THE COFFEE!! IF THE OIL FOR FOOD PROGRAM DIDN'T WORK WHY WOULD THIS????
BTW I'm a christian and I believe in the death penalty, but I'm pro life.

The way I read this bill, it calls for the President to come up with a plan with goals and follow up reports. Okay. Is that it?

Some are saying this comes with an obligation to give the UN 0.7% of GNP.... where is that?

I am a Christian. As such, I want to help poor people in Africa. But the way I want to do that is by giving my money directly, to the level I'm spiritually comfortable giving.

I don't want the government deciding to do that on my behalf. See the difference?

This country is already in trouble financially. People are losing their jobs and homes by the thousands, thanks to some of the antics of the Clinton Administration. Can anyone say NAFTA? And, our current president is not doing anything to help the situation. We ship most of our jobs to China, allow illegal immigrants to take our jobs and every year we get financially raped by the IRS. And now, we're supposed to contribute to the corrupt United Nations' programs. People - wake up! Our politicians are sending this country down the toilet.

The question here should be... What is poverty... just because people live sparsely off the land doesn't mean they are living in poverty. Were American Indians considered to be living in Poverty? NO... they were considered to be noble and living naturally off the land. Poverty is a relative thing. Of course there are extreme cases where war and lack of food and water have been detrimental but fixing those problems doesn't automatically mean we need to just throw money at the issue. Developed countries have some guilt attached to comparative advancement for some reason and they shouldn't. First we have to come to an understanding of what poverty means.

Oh GREAT...just what I want to do, help all the non-American poor people while I work my tail off to just keep giving and giving to ungrateful people while my children don't even get 1/2 the stuff they get, eventhough us working people are paying for all there free crap that we dish out daily, weekly, and monthly! Believe me I see it come out of my check every week. I'd rather my money go to those who serve or have served for out freedom. Even our elderly people can't afford there medicines, so they do without. Someone please tell me how did this get so far out of hand? And I haven't heard one believealbe thing from Hiliary or Obama how things will get better. All I hear is lets dish out more FREE STUFF to the poor. While us working (middle) class pay for it all. I say "Enough is Enough!"

This is liberal garbage. If we just have to spend money in this way, how about we get everyone in the US out of poverty first? Charity should be private, not at the expense of the US government. Everyone whines about the African people... money to combat AIDS, money for food, etc... how about we control the population growth instead of artificially propping up a population that can not be sustained on its current lands? Population growth is typically exponential... this means the problem will only grow and grow. Oh, and if you want money to "combat" AIDS so you hippies can love yourselves for being good people, how about you send your beloved UN in to control the rampant rape in those countries, which spread the disease. We need a major policy shift! Wake up AMERICA!

I just don't like the idea of putting our countries tax dollars into the hands of the United Nations which is run by communists and dictators. Donate money indivdually to organizations you trust, don't force us to hand out our tax dollars to an organization that has proven itself to be deeply involved in corruption. (I think the same can be said for our own government!)

Taking another person's money to promote your own good causes is not charity and is actually immoral. This legislation is an affront to liberty and freedom, because it enslaves me to the government's causes thru my money and time. I would then have less money to give to my own causes as an individual, and I do give. If you believe in this so strongly, send in your own check. Anything less is hypocrisy.

If the United States has money to burn in 3rd world countries, so be it. However, before sending 8 billion "extra" dollars anywhere, I would like to know that EVERY American WITHOUT health insurance, is provided with an affordable health insurance policy. Every American WITHOUT proper nourishment is provided with proper food. That ought to take, oh, about 8 billion dollars or more. BOTTOM line....how can Americans be leaders in the fight for global poverty when we do not lead by example and take care of our own?!?!?!?!?

The American people are the most generous and giving on every scale all over the world. That being said, our Federal government (who, by the way is ELECTED to protect and serve OUR country) should never engage in the business of charity! They have enough trouble managing that which they were elected to do. Charity should always be an individual choice ~ not a government dictate!

the g.p.a. is a vary bad idea about as bad as goverment ran heath care we are free people. freedom came at a price of my grandfather, my father and many others. we have our own responsablity to be consern with not other nations im not a racist or narrow minded just feel if people cant feed there oun famlys why are we feeding others. the other thing i have a problem with is it takes a village crap I have 3 kids my self me and my wife both work make about 51 thou a year not much but i will never ask anyone for help ill do it my self. No body will tell me how to raise my kids with out a fight and peaple that wont other peaple to raise ther kids well thats what got us in the shape we are in by the way hitler belived in it takes a village

I am very interested in promoting global economic justice and I support this bill. There are many countries that are trapped in a cycle of extreme poverty and they need outside assistance to help stabilize their country. The Millenium Development Goals are a specific and well-thought out strategy that would help accomplish this. And besides the US has already agreed to these goals and to committing 0.7% of the GNP to official development assistance (ODA). This was decided in 2000 and in 2007 the US still hasn't followed through with their commitment. I feel this bill will help honor their pledge. If you don't support this bill for reasons of morality, then it is also a strong move for international relations and combating terrorism. To find out more about the positive aspects of this bill, please read the book "The End of Poverty: Economic Possibilities for Our Time" by Jeffrey D. Sachs. If you are really serious about doing something positive about what is taking place in this country. Then we need to vote for a president who has a 100% pure voting record. He has not voted for any bill or treaty that is unconstitutional. He is running for President under the Republican Party. To learn more about him go to

The poverty that exist in many African nations has been created by their governments. Most of them have sufficient resources to maintain a good standard of living. Our dollars will not change anything, except removing dollars from our wallets.

ANYONE going to answer the SMALL ARMS question? WHERE does it say ANYTHING about small arms?

And btw LIBERALS, my mom worked her whole life and paid her taxes, now the she is 63 and legally disabled she lives on $625 a month, and HUD in her town hates her because she stands up to their corruption, to the point now that HUD denied her 50 dollars a month. AND guess what, the people who run HUD in her small town are democrats.

Another GIANT STEP toward a ONE WORLD GOVERNMENT by the Liberals. Tax Americans and give the money away to everyone else. If we want to help, let us keep our money and donate to charities that actually do some good. The UN is corrupt organization at the highest levels, don't fall for this because the liberals show you some sad phots of poor people, we can show some sad photos of poor people right here in our own country.

Get off Interstate almsot anywhere and drive into the boondocks, you will find people living in shacks and rundown trailers, struggling to feed their children and scape by. We have homeless people living in cardboard boxes and under bridges. Our government has no right to send one dime of our tax dollars to fight poverty overseas when there are so many in desperate need in our own country!

First let me point out that this "act" is just that, an act. It is against constitutional law to collect from the US through slavery the funds they are using in the first place. It is against the constitution to give our money away in such a manor and those who sugest it should be put on trail for violationg the oath of office.

Nobody has a right to steal from me or anyone else in this country and then trun around and buy favors with the stolen wealth.

Its time Americans held these thieves responsible for turning our country into a near communist rule.

We have enough governmental financial issues in our country now. With our homeowners being foreclosed on, corporations moving to the countries this bill is going to give money to; should I keep going? Let's fix our financial, business and job status in this country FIRST. We don't need to dabble in other countries economies any more than we already are. This bill/law will just muck things up more and make us go further into a financial abyss.

Don't we have enough debt as a nation and no I will not pay more tax. It is the responsibility of the other nations leaders to take care of their people. Instead of sticking the money in their pockets figure out a stimulas package that will bring agricultural or manufacturing business for their own wealth. why are we to be punished because our nations fore fathers fought to create an environment where men and women use their God given gifts to create wealth. Every nation has that ability but will not think of the people first. It is not our responsibility to be a baby sitter for the world..

Before we start trying to cure the problems of the world, we need to solve our own. We can hardly afford to upport ourselves without taking on the rest of the world.
