S. 2766 would authorize appropriations for fiscal year 2007 for the military functions of the Department of Defense (DoD), for activities of the Department of Energy (DOE), and for other purposes, including operations in Iraq and Afghanistan. The bill also would authorize supplemental appropriations for 2006, primarily for the costs of those operations not covered by appropriations provided earlier in the year. In addition, S. 2766 would prescribe personnel strengths for each active-duty and selected reserve component of the U.S. armed forces. The bill also contains provisions that would affect DoD force structure or would provide added compensation, benefits, or health care coverage to members of the armed forces.
