H.R. 3 (enacted as Public Law 109-59) extends the authority for the surface transportation programs administered by the Federal Highway Administration (FHWA), the National Highway Traffic Safety Administration (NHTSA), the Federal Motor Carrier Safety Administration (FMCSA), and the Federal Transit Administration (FTA).

OUr hihgway is pitted and pocked though and through from heavy trucks and we need a new surface on it, butI cant tell from this where the money goes. Does anyone tell how to read this stuff? I'm in N.D.
