S. 1261 would repeal title II of the REAL ID Act of 2005 and amend title II of the Homeland Security Act of 2002 to better protect the security, confidentiality, and integrity of personally identifiable information collected by States when issuing driver's licenses and identification documents.

Detailed Summary

Providing for Additional Security in States' Identification Act of 2009 or the PASS ID Act - Repeals title II (Improved Security for Driver's Licenses and Personal Identification Cards) of the REAL ID Act of 2005.

Amends the Homeland Security Act of 2002 to prohibit: (1) federal agencies from accepting state-issued driver's licenses and personal identification cards unless the state issues such licenses and cards that are materially compliant with the minimum standards of this Act; and (2) persons from being denied boarding a commercial aircraft solely because of failure to present a driver's license or identification card issued pursuant to this Act.

Specifies minimum document requirements and issuance standards for such licenses and cards.

Directs the Secretary of Homeland Security to: (1) enter into the appropriate aviation security screening database information on persons who have been convicted of using a false driver's license at an airport; and (2) establish a state-to-state one driver, one license demonstration program.

Establishes a State Driver's License Enhancement Grant Program.

Makes it unlawful for a person knowingly and without lawful authority to copy or resell information from a driver's license or identification card.

One of the more interesting things about Real ID and the Pass Act is that, for the first time ever, there will be no exceptions in obtaining a drivers license if the person does not have a socialist security number. Currently, all states allow a person who does not have The-Mark-of-the-Best to obtain a drivers license. Two states even allow a religious exemption for those that do not wish to disclose the number. Google 42 USC 666 which is the law passed a few years ago that "requires" states to obtain SSN's to obtain a DL. Do you really think the 666 is a mere coincidence? See Rev 13....

I want to thank all of my fellow citizens for their comments on the Past ID ACT, even the PROS. Though I am against any form of branding of human beings, which makes us no more than cattle, by catorizing, cataloging and labeling us. My heart deeply disturbs me that many of my fellow americans do not realize that this country was created to be the launching pad for the New World Order, the platform upon which the New Hitler(Bible calls him Man of sin, Son of perdition) would rule. Jack L, said, it is pretty much too late, he is correct, the President has already order over 80,000 season army soliers back to the continental USA, to suppress any revolt we as citizens my start. Bush signed a treaty with Canada and Mexico, that if there should be a uprising, that each country would send troops into the other to suppress the uprising. The Lord Jesus is coming, look up for he is closer than most think....

Note to Jarel - you asked where in the constitution does it say that you can fly on a plane and remain anonomous? I'll tell you since you haven't read it. Art I, Sec 8 exactly grants the powers of the Congress and the tenth Amendment says that all powers not granted to the United Sates are reserved to the states and te people. That is where it says it int eh constitution? Did it make any difference to you?...

Once a link has been firmly established between your biometrics in a database and your ability to participate in society, those who own the database can manipulate that link. It is coercive. Your biometrics in a database is the same as a chip in your arm, and worse, because you can't take it out. They'll use it against you unjustly. ICAO is UN, not USA!...

Hey Jarel,
WAKE UP MAN!! We are not talking about "flying on a plane"! We are talking about the government taking us over completely!! That means our freedom, access to our bank accounts and no longer having privacy. My father, God rest his soul, and yes, I said the word GOD Mr. President, fought in World War II. I was raised an american and I KNOW what this country stands for. This is a complete unconstitutional move towards communism. We need to fight back and "STOP THE BLEEDING". I WILL fight to keep my freedom. We don't owe the government anything. They OWE US. They work for US, we DON'T work for THEM. WAKE UP PEOPLE. Do your homework....

What I find most distressing is that we're told never to keep our Social Security card in our wallets or pursees or with us due to theft identity issues, BUT. . . . senior citizens are told to keep their Medicare Cards with them at all times! ! ! How dumb is our government anyway????

WE NEED TO HAVE A TOTALLY DIFFERENT UNIQUE Medicare card number assigned to each citizen to guard against Theft Identity issues....

The Constitution, which O'Bama states is a flawed document, calls for the American people to take up arms against such dictators. This is the whole purpose of the 2nd Amendment! We have to decide, as a people, what that point is when we will no longer wait for elections, but take a more proactive approach to ridding our country of these tyrants. Certainly we start with calling them frequently so that they don't forget who they represent, and following up those phone calls with written letters to reaffirm our position of authority over their stays in office. But, if they fail to uphold and defend the Consitution, then our responsibility becomes much more grave. We owe it to our children and grandchildren to ensure they have the freedoms promised them by the Constitution, and by the blood of so many Americans in past and present wars. We can no longer afford to remain silent, sounding off in blogs, and talk radio, but we must make sure our voices are loudly heard by our representatives....

The Federal government does not have the authority to mandate ID cards for its citizens. Currently refusing to carry an ID card is your right. This also infringes on states rights to conduct identification and driver's license business as they see fit. This has "unconstitutional" written all over it... Another step down that slippery liberal slope towards totalitarian national control.

Once everyone has a card and number, and the feds own all the banks, it's one short step away from eliminating currency altogether....
