<description>We were warned in the Bible to get out of this Babylon before it's too late. I really feel like the tables are turning and we need to be on guard of &quot;well meaning&quot; people who say they have our best interests in mind. <description>You don't hold civilians on military bases , where you're under military law and don't be naive , they have contingency plans for civil unrest , which this could be used for , it's not just for people to get out of the rain . Besides , I'll listen to   Prof. Michel Chossudovsky's concerns who researched this issue, who says this is dangerous....</description>

<description>&lt;p&gt;H.R. 645 would direct the Secretary of Homeland Security to establish national emergency centers on military installations.&lt;/p&gt;


&lt;h2 id=&quot;toc0&quot;&gt; Detailed Summary &lt;/h2&gt;
&lt;p&gt;National Emergency Centers Establishment Act - Directs the Secretary of Homeland Security to establish at least six national emergency centers on military installations to use existing infrastructure to provide: (1) temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster; and (2) centralized locations for the training of first responders and the coordination of preparedness, response, and recovery efforts.&lt;/p&gt;

&lt;p&gt;Lists minimum requirements for sites for such centers, including that they be capable of: (1) meeting for an extended period the housing, health, transportation, education, public works, humanitarian, and other transition needs of a large number of individuals affected; (2) being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures; (3) housing existing permanent structures necessary to meet training and first responders coordination requirements during non-disaster periods; and (4) hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs.&lt;/p&gt;

&lt;p&gt;Sets forth center location requirements, including requiring the Secretary to designate closed military installations as sites whenever possible and to designate portions of existing military installations as centers otherwise.&lt;/p&gt;

<description>I have read this bill, all it has to do with is reforming the way the federal government responds to emergencies. After Katrina, and other hurricanes like Ike, the people that could not return had no where to go. They stayed in horrible conditions in places not designed to be shelters such as gyms, schools, and stadiums. Now that the federal government is trying to set forth some sort of pre-planned coordinated facilities that provide shelter, training facilities to first responders, and logistics coordination support we immediatly yell conspiracy after yelling you dont help the people correctly when the immediatly need it!...</description>

<description>remember the last time people were rounded up, told to get on trains and put in long term security facilities for their own protection? my kids have been studying the holocaust in school recently and there appear to be some odd similarities. it's interesting to note that had the people labeled Jew or dissident been alert to the warnings (like detention camps being built) and armed (their guns were registered then banned and confiscated), Hitler never would have made the history books.
