&lt;p&gt;Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to continue, for the duration of any state waiver effective as of December 31, 2008, Medicaid spousal income and resource (impoverishment) protections for spouses of beneficiaries receiving home- and community-based services under such a waiver parallel to protections afforded spouses of nursing home residents.&lt;/p&gt;
