&lt;p&gt;Financial Services and General Government Appropriations Act, 2009 - Department of the Treasury Appropriations Act, 2009 - Makes appropriations for FY2009 for the Department of the Treasury.&lt;/p&gt;

&lt;p&gt;Executive Office of the President Appropriations Act, 2009 - Makes appropriations for FY2009 for the Executive Office of the President.&lt;/p&gt;

&lt;p&gt;The Judiciary Appropriations Act, 2009 - Makes appropriations for FY2009 for the U.S. Supreme Court and other federal courts and related offices.&lt;/p&gt;

&lt;p&gt;District of Columbia Appropriations Act, 2009 - Makes appropriations for FY2009 for the District of Columbia.&lt;/p&gt;

&lt;p&gt;Makes appropriations for FY2009 for: (1) the Christopher Columbus Fellowship Foundation; (2) the Commodity Futures Trading Commission (CFTC); (3) the Consumer Product Safety Commission (CPSC); (4) the Election Assistance Commission; (5) the Federal Communications Commission (FCC); (6) the Federal Deposit Insurance Corporation (FDIC); (7) the Federal Election Commission (FEC); (8) the Federal Labor Relations Authority (FLRA); (9) the Federal Trade Commission (FTC); (10) the General Services Administration (GSA); (11) the Merit Systems Protection Board; (12) the Morris K. Udall Scholarship and Excellence in National Environmental Policy Foundation; (13) the National Archives and Records Administration (NARA); (14) the National Credit Union Administration (NCUA); (15) the Office of Government Ethics; (16) the Office of Personnel Management (OPM); (17) the Office of Inspector General; (18) the Office of Special Counsel; (19) the Postal Regulatory Commission; (20) the Privacy and Civil Liberties Oversight Board; (21) the Securities and Exchange Commission (SEC); (22) the Selective Service System; (23) the Small Business Administration (SBA); (24) the Harry S. Truman Scholarship Foundation; (25) the United States Postal Service; and (26) the United States Tax Court.&lt;/p&gt;

&lt;p&gt;Specifies certain uses and limits on or prohibitions against the use of funds appropriated by this Act.&lt;/p&gt;
