<description>excellent step indeed it is, training teaching all children including adults who lack self discipline,self control self worth doing it by using positive reinforcement tools is hope for each and every individual involved in a childs education,we are obilgated as people to make a signifigent positive diffrence in ALL childrens Lives, what good does it do if you only love those you know? critizing and judgeing accomplishes nothing,better to spend money on all children and teachers educating teachers to educate not only children but parents as well who lack these tools due to lack of knowledge, all would learn positive methods that demonstrate self discipline and self control,self worth better preparing them for the bright future that awaits them.we are obilgated to give Hope to the Lost. positive discipline promotes greatness,punishment does the opposite.Goverment can not replace the role of the Parent,but goverment can make a positive impact in making a diffrence that is just....</description>

<description>No government education program can fill the void left by poor, absent parenting. Without addressing the problem at its core - parents who do not value the free education given to their children and who do not raise them to respect their teachers and do their work - we as taxpayers simply throw good money away. Programs like these, on the city, state and national level, have been around for years and still the same behavioral problems persist, for the simple reason that the government cannot replace the role of the parent. I have seen first-hand the effect of the lackadaisical attitudes of parents in the inner city; despite their children attending well-funded public charter schools with small classes and young teachers eager to make a difference, the children still underperform because at home, their mothers are not involved, do not hold their children accountable, and instead yell at the teachers when their children fail. Better to spend the money educating the parents!...</description>

<description>This bill is an excellent step in the right direction.  Schools that have implement Positive Behavior Support plans are showing incredible gains in student attendance rates and achievement, while at the same time reporting that the schools are safer for all students.  Before you criticize something you know very little about, you should do some research....</description>

<description>His own kids attend a school run on John Dewey (socialist/Marxist/humanist-type). I naively put my daughter in one of these Dewey charter schools in Calif. It was a microcosm of a communist society. Competition was suppressed; they did nothing but talk about self-esteem; teachers didn't assign work and let kids grade themselves. Oh, plus, some of the student vandalized the chapel (the school was renting a church for their school) - yet they were never punished. They wanted to treat those students (the vandalizing thugs) equally. let them know my daughter actually was there to learn and so she wasn't being treated &quot;equally.&quot; The school head didn't care....</description>

<description>&lt;p&gt;S. 2111 would amend the Elementary and Secondary Education Act of 1965 to allow State educational agencies, local educational agencies, and schools to increase implementation of early intervention services, particularly school-wide positive behavior supports.&lt;/p&gt;


&lt;h2 id=&quot;toc0&quot;&gt; Detailed Summary &lt;/h2&gt;
&lt;p&gt;Positive Behavior for Effective Schools Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to allocate school improvement funds under title I of the ESEA for coordinated, early intervention services for all students. Includes among such services, schoolwide positive behavior support, defined as a systematic approach to embed proven practices for early intervention services in order to achieve important social outcomes and increase student learning, while preventing problem behaviors.&lt;/p&gt;

&lt;p&gt;Requires improvements in schoolwide learning climates, including schoolwide positive behavior supports, to be a target of: (1) technical assistance provided by states to local educational agencies (LEAs) and schools, and by LEAs to schools identified as needing improvement; (2) schoolwide programs that allow LEAs to consolidate educational funds to upgrade the entire educational program of schools that serve a high proportion of low-income families; (3) professional development funding; (4) funding under the Safe and Drug-Free Schools and Communities program; and (5) elementary and secondary school counseling programs.&lt;/p&gt;

&lt;p&gt;Amends the Department of Education Organization Act to establish, within the Department of Education, an Office of Specialized Instructional Support Services to oversee, implement, and ensure adequate evaluation of, the provision of specialized instructional support services in schools by school counselors, social workers, psychologists, and other qualified professionals.&lt;/p&gt;
