<description>Please correct me if I am wrong, but the way I read the law a service member on active duty in the US could be killed during the commission of a crime and could still be honored with the flag at half staff.
	I travel regularly to the Cincinnati  / Northern KY Airport (CVG)and due to cuts in the personel the airport board has flown the flag at half staff all year (with the exception of the 4th of July Holiday).  After contacting the board they said they would attempt to correct the situation, but could not guarantee that the flag would be properly displayed because they have so many (approximately 35 flags), and some of the flags have to be raised using a bucket truck....</description>

<description>Have you read the bill?  It only applies to federal facilities when the governor of the state in which that facility is located orders flags be flown at half-staff because of the death of a US Servicemember from that state.  This isn't the appearance of mourning, but actual mourning due to the death of someone from that community.  This law avoids the incongruity of all the flags flying at half-staff within a state except for the ones at federal facilities....</description>
