<description>This bill is vital - particularly the provisions placed on preferred lender lists.  Major lenders have provided inducements to the institutions for, in some cases, exclusivity as lender at the expense of market competition.

The student loan industry is against this bill as the major lenders are not efficient and cannot compete well in a market environment....</description>
