There are already provisions within the Constitution for states to have defense forces (Nat. Guard, Air Nat. Guard, etc.) and there are adequate civilian organizations with more experience, man power and capability to provide help in any disaster (Red Cross, United Way, volunteer SAR units, etc.). I don't see or understand the need to add another layer to the existing ones, especially one, which in my reading of the bill, would allow the formation of quasi-military units that are semi-autonomous from the government.
