These claims were awarded based on the fact that these sailors were aboard ships that entered Da Nang harbor. This is based on another VA decision included in the packet establishes the fact that Da Nang Harbor falls into the classification as an "inland waterway". This is very important because if a ship entered Da Nang Harbor everyone aboard is immediately eligible for presumptive Agent Orange benefits.
