Also, very often, people are "railroaded" or in the wrong place at the wrong time, or even acting in self-defense, and these people certainly deserve another chance for a decent life. For those who clearly do not deserve mercy, this law takes that into account. The person must pass muster with a judge and show tangible proof that they are law-abiding and worthy of a cleared record.
