On the other hand it does raise a WTO issue. Most of these BPO's are not American Corporate Citizens and there is no reason to offer these corps. enhanced work-permits (L-1 and H-1B) meant for American companies. BPO's should be required to use the B-1 visa for short-term product installation and training only. The H-1B (and L-1) visa programs are broken on the enrollment side.
