&lt;p&gt;House Ethics Commission Establishment Act of 2007 - Establishes an independent House Ethics Commission within the legislative branch.&lt;/p&gt;

&lt;p&gt;Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to revise the duties of the Committee on Standards of Official Conduct to conform with this Act.&amp;lt;br&amp;gt;&lt;/p&gt;
