These institutions have trained military personnel from South American countries to employ torture and violence to further American policy without solving the problems that plague South America. Violent covert action has not ended the drug trade or resolved factional conflict in South America. With such a disregard for human rights and total lack of results, can we call ourselves a moral nation and still continue to indoctrinate people in positions of power to engage in futile acts of violence?
