<description>It seems that the United States Army School of the Americas (SOA) and its successor institution WHISC perpetuate violence and oppression within South America. These institutions have trained military personnel from South American countries to employ torture and violence to further American policy without solving the problems that plague South America. Violent covert action has not ended the drug trade or resolved factional conflict in South America. With such a disregard for human rights and total lack of results, can we call ourselves a moral nation and still continue to indoctrinate people in positions of power to engage in futile acts of violence? WHISC must end and the US must look to new and constructive methods to attain justice in South America....</description>

<description>&lt;p&gt;H.R. 1707 would suspend the authority for the Western Hemisphere Institute for Security Cooperation (the successor institution to the United States Army School of the Americas) in the Department of Defense.&lt;/p&gt;

&lt;p&gt;Latin America Military Training Review Act of 2007 - Directs the Secretary of the Army to suspend operation of the Western Hemisphere Institute for Security Cooperation (Institute). Suspends the authority of the Secretary of Defense to operate such an education and training facility until submission of a report containing the results of an investigation in response to violations of human rights to which training at such Institute contributed.&lt;/p&gt;

&lt;p&gt;Establishes: (1) a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations; and (2) a commission to investigate activities of the United States Army School of the Americas and its successor institution, the Institute.&lt;/p&gt;
