January 12, 2012, 8:37pm (report abuse)The way to increase the efficiency and effectiveness of the government is to terminate all agencies with all their programs and grants that are not authorized by the Constitution. That way the federal government could concentrate on providing its LIMITED constitutional services to this nation thus making us safer, costing us less, and being more accountable to the taxpayer.
