Call this bill what it really is: The Abolishment of the Minerals Management Service Bill. Pity it is going to cost more to abolish and set up a new and likely equally ineffective agency (at least in the short term...at least). Hopefully the difference in name will at least have a positive psychological effect on the new director and staff.
