March 22, 2010, 9:29am (report abuse)Why does it take an act of Congress to do the RIGHT thing? We could have and should have been doing this a long time ago. Will it take the extermination of several wild bird species to convince people to do the RIGHT thing the FIRST time?? I fear for the planet and other creatures if humans have must be legislated into doing the right thing and won't do it naturally, on their own. So much for humans being so "superior" and "intelligent" and whatnot.
