H.R. 3695 would authorize funding for, and increase accessibility to, the National Missing and Unidentified Persons System, to facilitate data sharing between such system and the National Crime Information Center database of the Federal Bureau of Investigation, to provide incentive grants to help facilitate reporting to such systems.
Detailed Summary
Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to maintain public databases, known as the National Missing and Unidentified Persons System or NamUs, to contain missing persons records and unidentified remains cases to assist in identifying missing people and solve cases of unidentified human remains.
Directs the Attorney General to: (1) share information on missing persons and unidentified human remains contained in the National Crime Information Center (NCIC) Missing and Unidentified Person File database with the NamUs database; (2) establish a grant program to assist in the reporting of missing persons and unidentified remains information to the NCIC and NamUs databases; (3) issue a report to the offices of medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement agencies describing the best practices for collecting, reporting, and analyzing data and information on missing persons and unidentified human remains; and (4) report to Congress on the status of the NCIC Missing and Unidentified Person File and NamUs databases.
Amends the National Child Search Assistance Act of 1990 to require reports of missing children (under age 21) to NamUs databases.

October 22, 2009, 2:03pm (report abuse)My baby brother, 22 months of age disappeared from our home in 1955.Frederick Andrew Holmes, in Grahamsville, N.Y. He is STILL missing. Our family suffered all these years. He fell through the cracks. When I tried to follow up after my parents died, I was told there was not an existing case on this child. No one cared. No One....I would like to see this type of behavior change. Please help us, the families of the missing. Freddie belongs with us, his family. WHERE is Freddie?
You can help. I implore you to look closely at this bill and do what is right.

October 29, 2009, 7:08pm (report abuse)As a Member of many missing person's sites and a friend of Jan and her family and many other families of missing person's all over the United States and other Countries this bill needs to be passed.The alarming rate of the missing and unidentified as gone to a crucial situation.These families need everyone working together and please do the right thing.Marian in Maryland

February 8, 2010, 7:44pm (report abuse)Do homeless people who don't have id papers or know/care about their whereabouts or a thing in their pockets fall into this class? If not is there a "Who Knows?" dept or agency to help them? If not, do they just hop the next train box-car and hope to find it?

January 4, 2011, 7:16am (report abuse)Namus is not a public, federal database, it is privately owned. This is just a money-maker for them. Billy's Law provides "incentive grants" to enter cases, but why do public workers (MEs, coroners, etc) need incentive $$ to do their jobs?
