April 30, 2007, 6:13pm (report abuse)S 986 is addressing current payments, and that is a good thing, but is still not making an attempt to correct the past payments that should be paid to each member effected by this situation. There should be a claim process included to allow past payments to be collected at a rate equivalent to the current amounts. Claim or appeal past payments.
