We need this bill because we are managing the oceans resources in a destructive fashion that leaves them diminished for future Americans. A big part of the problem is that our efforts to manage the ocean is uncoordinated and is often managed in a way to maximize profit (many of the regulatory agencies being under the Dept. of Commerce) instead of sustainability.
