This looks like another thinly disguised bill to punish ordinary people and the "wealthy" for going about their normal business. Section 1.b.2 says: "provide the same or greater level of protection against collisions with vessels." So is the reference to whales just environmental smokescreen to deflect from controls on pleasure craft? I can foresee the death of offshore racing if these regs take place. Say the limit is 20 knots. Many yachts, fishing charters and work boats would be affected. One could foresee a drop in US production of these vessels. Is this another feel-good rule from Mr. Kerry?

Another bill to crush productivity and cost us in the long run in hidden higher prices.
