September 12, 2008, 11:37pm (report abuse)The problem with adoption incentives is the ongoing encouragement to adopt out over reunification. The states are encouraging the system with exaggerated funding to remove and ignore laws which include ALL laws in family court, case worker falsification with no recourse, and family improvements ignored.
