The importation of workers, or disregard for illegal immigration of workers at a wage level that undercuts American workers is unconscionable.

I don’t know much about illegal immigrants who cut through neighbouring borders - But I see some peoples who came in this country with some VISA and by AIRLINES and they wear good looking clothes,have some Degree and they somehow managed to get GREEN CARD in 1 year by paying CASH thru the process of manipulating/stealing someone else's Priority Date- Would you call that Legal immigration ?? They have also given a name to that racket - "labor Substitution".

Legal High skilled immigrants are asset to the Country, they share knowledge wealth and as well pay tax, medicare etc., etc., as every American citizens do. My wife is a nurse awaiting a Green card and has now got fed up waiting and applied to Australia to work.

I am a highly compensated, well-published, highly educated brown temporary worker on H1B in a fortune 100 company. The company has applied for a green card for me, and I want to make U.S. my future home. I have been educated (college) in the U.S. on an F-1 visa, after which I started working.
For those who are speaking against this bill, are saying that people hard working people like myself are not welcome in America. I should go back to my country & get a job there.
Am I reading this currectly ? If so, is it because I have "taken" a white american job ? Is this about race, or class or just insecurity about survival in the face of global competition ? Can someone (on the far right) please explain.

Far Right: This particular bill (after reading parts of it - please refer Title IV & V) seems to help legal Employment Based visa workers like myself. Can anyone point to a section in the bill so I can focus on that (except title IV & V)?

American law makers need to decide the severity of the crime of staying in America beyond the visa permit date or entering the country without a visa (illegal immigration). Justice delayed is justice denied. There has been a delay of 15-20 years relative to the execution of immigration laws. The immigration program of the U.S. has not worked due to a lack of enforcement. The current immigration rules are out dated, unreasonable and unenforceable. The new bill defines an approach that changes the severity of the crime, in other words the change to the law is essentially substituting punishments. Are the people against the substitution of the punishment from deportation to fines? Which part of the bill are people really against? Is it that immigration laws have not been enforced historically and now they want all law breakers to pay at once? Or is it because there is an insecurity regarding the "browning" of America and possibly changing the texture of the country in the years to come?

Please for a moment and stop thinking only about yourself. I would say a greater problem than immigration in our country is its entitlement mentality. Have you ever considered where these people are coming from? What would you do if you were in the same situation? Furthermore, the fact that you are an American is pure luck you could just as easily been born in Sudan. You have no God given right to be American. My guess is that many of you against this bill are also for lower taxes and would be opposed to increase aide to other countries. What do you expect this people to do? We say that illegal aliens are "taking U.S. jobs" but what is it that makes Americans any better than the illegal aliens? We aren't doing a good job deporting them, and as long as there is incentive to come, they will come. Most individuals would prefer to stay in their birth countries. There are push/pull factors that many opponents are blind to around here.
The US supports many companies to go abroad and exploit the labor, and the enviroment. The US supports governments which allows US companies and interests to take advantage of the poor in these countries. Small Farms are being overtaken by US Aggricultural forces. Many rural people are having to move to the city to fight for the limited jobs. These are the illegal aliens the poor individuals that sometimes cross not one but several borders to come to the United States to find sometype of economic stability for their families.

This is perhaps the most poorly designed piece of legislation in the last eight years, especially if you are an AMERICAN! Discounting all of the immigrant rhetoric, this bill provides for (1)border enforcement personnel only if we have the money,(2)all of the construction must be completed within 2 years of the the enactment of the bill, (3)a biometric database for ALL AMERICANS, (4)no provisions for those 3rd country nationals who overstay their visit to the US,(5) a southern border study that will take 2 years itself, (5) a Firearms Trafficking Action plan with Canada and ONLY a feasibility study of the same plan with Mexico. This is ridiculous and this bill must be scrapped and sent back to the PEOPLE!

First, I love immigrants. The country was founded by immigrants.
Second, I am not a republican or a democrat. I'm in the middle.
Finally, I think this bill is a terrible idea. Granting amnesty to millions of illegal immigrants who broke the law and are a burden to the system is just plain wrong and unfair.
Instead, let's secure the borders, make immigration easier for those who want to come and stay, and let the illegal immigrants apply to work here legally via their country of origin.
As a temporary solution, grant all existing illegal immigrants TEMPORARY work visas. After a few years, they will have to return home to apply for a more permanent work visa or citizenship if they want.

The punishment for DUI is 2 months to 2 years in jail. At this rate the whole of US will be in jail. except for the legal immigrants who have just arrived.

This bill has totally overlooked high skilled legal immigrants.
1. Reduce green card quota from 140k to 90K.
2. without addressing backlog, they proposed horrible point system
3. They are granting green card to 12 millions illegal and they have no per country cap. Employment and Family based will have 10% per country cap.
4. Person came here legally and maintain legal status trough out have family members not having work permit. under dream act, kids illegal alien will get green card in three years. While kids (more than 21 years) of high skilled legal immigrant will never get green card.

I am a high-skilled immigrant living in this country for more than 5 years. I was given education here and started working like any other people.
Lately, its becoming really difficult to live peacefully with all the uncertainities in immigration that's happening. I have been waiting in line LEGALLY for very long time in the process of Permenant Residency and nothing seems to happen yet.
Even the most simplest decisions in life is very difficult because everything is based on the immigration provisions and law.
Even after we obey the laws, pay taxes on time and contribute for the greater advancement of this nation we are not given the basic rights as an important contributor to this nation.

My husband as a principal greencard applicant has lived in the U.S.A for 12 years. He got his PHD degree in the States and is a professor now. After years of waiting as legal immigrants, our green cards are still not in the sight. Now all the illegals are allowed to get green cards in five years. How ironic it is! Breaking the law, asking your fellow people breaking the law, and then you can change the law favor of you! That is a message the U.S.A. is sending by this ridiculous bill.

It is very disappointing that this bill is not having any reliefs for legal high skilled immigrants struck in ever-ending backlogs.
First clear all backlogs and give GCs for all legal high skilled immigrants and then discuss on illegals.
This bill gives the meaning that it is better to be illegal than legal. We legal immigrants renew visas every year, paying all medical, SS, fedaral, state, county taxes. Fist give some relief to them by giving GCs right away and then control the border, discuss on existing illegals.
May be it is the time for us (legals) to try to be illegal so that we get the GC in fast track.

First, immigration and social programs can work together. The US versions of social programs are a joke compared to Canada's and yet Canada allows in ~3-5 times the number of immigrants per capita as the US.
Second, deporting all illegal immigrants would have a devastating impact on the agricultural industry. Already the political climate is making it difficult for farmers in California to harvest their crops. So now either they go under and we import more fruit from Chile, Argentina and other latin countries or we willingly pay much more (ha!) for food. And if you think Americans are willing to do those jobs, where are they now that they're needed in California?
Finally, people need to realize that the larger part of this bill is a reform of the immigration system to bring it in to the 21st century. Skills and qualifications based immigration should be the primary means of assessment. There's much more here than "amnesty."

I am trying to immigrate to this country legally. I have always had legal status, first as a grad student in a top 20 Engineering school and than as an employee of a Fortune 500 company(pay all taxes,Social S & Medicare). However, my greencard situation has been in a limbo for 4 years due to retrogression. I have been through the proposals of this Bill in details. It does nothing for the legal immigrants, but is trying to provide a easier path for illegals. In fact for people from India & China with high levels of skill in the employement based category it makes things worse tougher by reducing the annual quotas. The Bill in its current form is a sell out to vote-bank politics and is pandering to hispanics.

I am also disappointed that the bill leaves my wife and I high and dry by cutting the 140K spots down to 90K. Essentially, I've wasted thousands on lawyer's fees and wasting my company's time on USCIS's scheme for a green card. Looks like we may have to re-apply under a whole new bureaucracy that will come down the pipe in a couple years. How will the rules change then??
I don't begrudge people that try to escape poverty in Mexico. Especially when agriculture is subsidized by rich countries, and that drives agricultural wages down in the poor ones.

the recent "Immigration Reform Grand Bargain" proposes to send a
message that is precisely the opposite.
We are being told that no undocumented immigrant will get ahead of
those in backlog. While the backlog of Family-based petitions has been
highly publicized, the petitions of individuals (engineers,
scientists, doctors and other professionals) are being left in legal
and bureaucratic limbo. About half-a-million highly qualified
professionals and their families have put their faith in the legal
immigration system and due process of the United States, while working
to enhance the US economy. These people have pending petitions either
with the Department of Labor, or with the CIS, the final adjudication
of which will enable them to continue working with a US employer.

In the current system, employment-based petitions are limited to
140,000 per year, but the proposed system, 'in order to reduce
backlog', reduces them to 90,000 per year only! On the contrary,
Family-based cases used to be limited to similar numbers, but now have
been increased to 567,000 per year! In addition, close to 100,000 of
these applicants with pending petitions are being asked to start from
scratch in the new system. In effect, it is similar to changing the
'rules' or rather, the 'Laws' after the fact! Innocent high-skilled
prospective immigrants are being penalized due to bureaucratic delay

Highly skilled doctors, scientists, engineers, and computer
professionals have been stuck in backlogs since the last 3-4 years.
They had hoped to get relief from the "Immigration Reform", but have
been let down badly. They are being forced to renew their H-1Bs yearly

their Green Card petition was pending. Seems like a fitting reward for
following the Laws, isn't it?

Individuals, who have played by the rules, need to be treated fairly
even though their actual numbers are much less when compared to the
undocumented. There needs to be a timely process to resolve all
pending employment-based petitions within a reasonable time frame.
Immigration Reform is sorely needed. But, the present compromise is

illegals who sneaked in to US gets legalized for their act for just $5000 as fine and high skilled Workers who pays taxes on an average 20K/year would be force to leave and live in uncertinaty sice they have to waiting for green cards for 5-7 year and under new proposal they have to wait 10-12 years to clear backlog. What a mess US Senate is, i dont see any reason why we should not become illegal and stop paying taxes and who know in next 5-7 years we might also be rewarded permenant residency for few bucks.

I have been in this country for 9 years waiting for the green card for the past 5 years. I have paid my dues, and have been a model citizen. And I have spent some of the most productive years of my life here. When I came here there was no fine print saying "Welcome (for 6 years only, we really dont want you to stay)". I also happen to be on a senior level so I get to hire for some positions. Only foreigners show up for interviews. So for people who tell me to go back because I am taking their job, I would say why dont you look in the mirror and be honest for once. I am not taking your job, I am qualified to do that job. You did not even apply. And give me back my 9 years and I'll go home

After reading this proposed bill, I can not help crying. My husband earned a PHD degree from one of top USA universities. We have lived here for 10 years. Now our green cards applications have been stuck in FBI for more than two years. We are told by the FBI has a huge name check backlog. While our cases pending, as a dependent applicant, I can not work. Our life is totally on hold. I don’t see anything regarding improving legal immigrants’ lives in this proposed bill. The only thing they debate on is giving visas without any quote to illegal immigrants. Is there any American citizen here? I don’t understand as such a group of sympathetic people, who want to legalize those who are illegal, why don’t you do something for us legal immigrants? Everything I heard is that we legal immigrants steal citizens’ jobs despite the fact when we apply for green cards, there are strict (almost impossible) rules requiring proof that no American citizens are qualified for that job!

This bill in it's current form is not helping the high skilled employment based immigrats like me at all for green card processing although 1/2 million people like me are waiting for this under current law for 3 to 7 years. This bill will put 11 to 12 million undocumented workers in better position then we are, even though we followed the law and they broke that.

SOMEBODY HERE SAID THAT ANYONE WHO IS AGAINST THIS BILL SHOULD PROPOSE A BILL. WELL I AM A LEGAL SKILLED IMMIGRANT AND HERE ARE SOME SENSIBLE PROPOSALS:
1. Create an employment verification system. Every employer will be required to verify the employee's eligibility against this system. This should not be a big deal for a technologically advance country like US. Employers failing to comply this should be fined heavily. This will ensure that there are no jobs for illegal people here and since there are no jobs for illegals no one would want to come here illegal.
2. There is already a guest worker program for low-skilled workers Have department of labor research how many of these type of worker needed and expand the program only if department of labor finds it that more workers are needed.

3. No Employer can employ have more than 30% of workers on H1-B. This will ensure that outsourcing companies like infosys, TCS do not HOG H1 and visas are available for genuine companies like Microsoft and Oracle. If this happens no more than 50000 H1 visas will be needed.
4. US citizen / permanent residents can only sponsor spouse and children. If you want to reunite with your family, go back to the country where you came from; no body is stopping you. Temporarily increase the family immigration visa number to eliminate the current backlog.
5. For skilled immigrants, eliminate spouse and children from counting against visa cap. Keep the visa numbers to the same level of temporary visa (e.g. H1) issues for skilled worker each year and remove the country cap. This will ensure that each skilled immigrant will be able to receive the green card in time if they want to be permanent reside (right now there is 7-8 years wait time).

Legalize illegal immigrants will make USA a HISPANIC country soon. Secure border program will be a JOKE. They don’t have to ride donkeys to cross the border; they can use trucks, cargos, that’s more efficient and there is no way for those border guards to check every vehicle across the border. A small part of them will be caught and send back, but they will try it again next day.

That`s meen that I have spend $5000 for Lawyer, $1275 for 2 Ads in the Newspaper, next Monday will apply my Lawyer the I-140 with $1000 premium processing + 195 filing fee, all this for nothing, because this 21 May 2007?????

Now I must apply once again in this merit point system???
Thats really not ok. The lawmakers can says that the DOL and USCIS will not accept application from the date when the CIR will be official Law, perhaps in october, I don`t know.
But for people who have allready a certified Perm and a pending or approved I-140, shell becomes the GC. Sorry for my bed english, I`m from Germany.

Instead of resolving the issues they made further issues to us. The backlogs will still increases as quota for EB petitions is reduced. Being a legal immigrant that has paid its way through a US college, hardworking on an H1-B visa since 2002, paid filing fees and approved for a Green Card in 2005, and since waiting to be able to apply for "Adjustment of Status" to become an alien resident, feel like I am the stupidest of all that I've paid approximately 55K to the US government, while I could have just come here illegally and now just pay $5000 and be legal without any hazzle of proving that I'm healthy, intelligent, a non-criminal, have money, etc. I may as well shoot myself!

When I looked at current CIR bill in Senate, I am really disappointed as there is no provision for Advanced Degree Holders in STEM from US schools. Even in new point system, there are no special treatment for US educated professionals. I am from India and I have recently seen many students going to countries like Canada/UK/Australia for higher education as those countries offer better and quicker options to settle down after completing studies. Many of my classmates are becoming frustrated in the delays getting their green cards and many have already applied for immigration to other countries. I would urge you to do something concrete in current immigration reform bill about advanced degree holders as this is going to impact decisions of thousands of talented individuals whether to invest significant time and money for US education.

The bill reduces the number of green cards available to technical people on H1B, which pushes the timeline for getting a green card further by several years, a process which is anyway retrogressed. The bill says NO GREEN card for people who have been patiently waiting in the queue for several years. Asking many of us to restart the process once again. This Bill would force America's one of most educated, skillful and law abiding force to either move back to their own countries or apply for immigration in some other nations. Given the contribution this force makes to the US economy and society, it is loose-loose situation for the legally entered H1b immigrants as well as USA.The bill in its current form is totally unacceptable to H1B community and I urge to introduce an ammendment to fix the process that has been retrogressed for years and allow people in H1B to apply 485(Adjustment of status).

I like many other H1B visa holder are paitently waiting in queue for a green card but they will not allow us to get one. With the process retrogressed and all kinds of regulations we abide by patiently and paying around 43% of our income in taxes (28% federal + 10% california + SSN + ..) we law abiding people cannot get a green card. I wish I had entered the country illigally, but unfortuanately my conscience would never allow it. Just unbelievable that illegal is preferred over legals.

This bill gives preference to illegal immigrants over skilled legal immigrants who have been pursuing legal immigration for many years (8+ years in our case). You cannot ignore 12 million people who are here illegally nor is it realistic to think that these people can be rounded up and shipped over the border. However comprehensive reform is required & workable solutions need to be implemented in all areas of the immigration system including highly skilled and family categories. Politicians need to cut out the rhetoric and for once work together to find sensible solutions for all that will benefit the US.

I have a Phd in Math and a Masters in CS and have been waiting for my green for 4 yrs now. Maybe i should just burn my degrees and mow some lawns instead and Kennedy may personally deliver my green card.

Recently some Senator proposed the idea of Punishing LEGAL H-1B immigrants who are HIGH-SKILLED by increasing the Fees from $1,500 to $11,500.
They are saying that the extra money will be used to provide scholarship to American Citizens who will Pursue Career in SCIENCE TECH,ENGG,MATHEMATICS !!

GC numbers increased for FAMILY based Greencards(FB) because Democrats are too much Kind about Family values...
But High-skilled Employment based GC's (EB) is reduced from 140K to 90K.
This category brings maximum value to America but they are small in numbers so their FAMILY is not of any importance to Politicians.

As a UK citizen (see www.bbc.co.uk for our immigration issues), I would suggest that we divide it into 2 issues:
1. Skilled & Legal: should be made easier to live & work (with caveats to prevent abuse as currently occurs with Indian technology companies). Need to switch to skilled immigration to compete with London.
2. Illegals: If they are just drains on welfare, deport them. BUT, if they want to work and contribute, let them. Note that the bill requires $5000 fines for them to legalise, so presumably only those who were working hard could get that. Remember that these 12m are there anyway and it would be very hard to deport them, so if they will pay more in taxes than they need in welfare, make them citizens so they have to pay taxes. Illegal immigration isn't really as serious a felony as violent crime, surely?
