Detailed Summary

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for violations of the Animal Welfare Act relating to: (1) sponsoring or exhibiting an animal in an animal fighting venture; (2) buying, selling, transporting, delivering, or receiving for purposes of transportation, in interstate or foreign commerce, any dog or other animal for participation in an animal fighting venture; and (3) using the mails or other instrumentality of interstate commerce to promote or further an animal fighting venture.

Amends the Animal Welfare Act to prohibit knowingly selling, buying, transporting, or delivering, in interstate or foreign commerce, a knife, a gaffe, or any other sharp instrument for attachment to the leg of a bird for use in an animal fighting venture.

Status of the Legislation

Passed the House of Representatives by a vote of 368-39 on March 26th and the Senate by voice vote on April 10th.

I truly beleive this bill is as Un-AMerican as any in our history. Whether you like the sport or not isn't it a slap at the life, liberty and the pursuit of happiness? Weren't many of our founding fathers involved in gamefowl breeding and showing?? I beleive it shows who has been bought and paid for by the HSUS PAC!!! I wonder how many of the legislatures are on the payrolls of the HSUS!! Not only Aramoff pays legislatures so does the HSUS and ALF..Please vote against these bills and quit turning AMerica into the Socialist country we fought a 60 year cold war against..Thank you..Ben J. This bad bill leaves the rural person's vote out in the cold! This is a rural sport(also probably the oldest sport)being told no you can't do it by city folk. Alot of buisiness's will fail cause of the HSUS's view on this sport. Please show the rural people they still have a vote.

HR.137 is trash legislation from The Humane Society of the United States. Why should the Federal government forbid its citizens the right to travel across state lines to participate in a legal sport in another state? Horse racing is illegal in some states. Should crossing state lines with a race horse be forbidden? Congress is for sale to the highest bidder. HSUS influence on congress has grown in proportion to its bank account now over $150,000,000.

there are more important issues that our gov. should focus on like healthcare and poverty right here in america when were done taking care of this problems domestically and internationally then maybe animal abuse problem should be tackled. HUMANS LIFE ARE FAR WAY MORE IMPORTANT THAN ANIMALS.

does section #2 in the second paragraph REALLY include the word "speech"...? Is this the same "speech" guaranteed in the 1st Amendment of the Constitution? We cant gamble in KY but can travell to a legal state to gamble. But cant go to a legal state to show are roosters. Will they be road blocks on state lines seaching for game cocks. Then spend court fees to try to prove brood cock or battle cock. Let the drug dealers alone. What a waste of money. JOE

this bill is unconstitutional at best! vote no!

`(2) the term `instrumentality of interstate commerce' means any written, wire, radio, television or other form of communication in, or using a facility of, interstate commerce;

This will never work because of the 1st Amendment.

this bill needs to be defeated raising thes great birds has been my heritage,my family came over soon after the mayflower.these birds have been handed down to my grandfather from his grandfather as i will pass them on to my kids and grandkids.
its a shame one small group can dictate the law for the masses just because they have high priced lobbyist in your midsts.
this year when america voted we voted for change. this is not change this is the same old stuff,just take away our rights one at a time and the lobbyist with the most money wins.do not let this happen.listen to your voters.after all we put you there

Well, H.R 137 says we can't have websites or have our freedom of speech? You can't take away freedom of speech. Our freedom of speech is protected by our first Amendment right. That can't be took from us. Passing this bill is saying you are going to take that from us. I can't believe that our own Government who just passed the domestic terroist bill that protected us is now allowing the Domestic Terroist groups to take our rights and make everyone a criminal. As much needs to be done in America you waist tax payers money to go after chicken people. Make new laws to go after drug dealers, Child molestors, Rapest, Protect our children and leave the people alone that is trying to save an animal from extention and perserve the bloodline to remain pure as it was thousands of years ago. Chicken people spend thousands of dollars a year to keep there brood fowl alive and healthy. That goes to local feed stores. That is revenue for the state. You guys are all about money but yet you trying to pass a law to make the local feed stores and states loose a lot of income.

Many good people will be affected if this bill passes. I know that cockfighting is not for everyone but it is also misunderstand. When local law enforcement raids cockfighting rings there last interest is for the animals involved, that is why everything gets euthinized. Roosters, hens and even chicks. Where is the true interest in really protecting these animals if what they're going to do is kill them. Please vote no.

HR 137 will clearly violate a person’s constitutional right if passed. Do the people’s voices get heard? Do the politicians actually represent the hard working American? Go to this site, http://www.fund.org/voter-guide-2006/, and see if the people on the committees are on the list, then see how they vote, then you will be able to tell if they really care about the people they represent or if they vote for it because they are on the list of the special interest group that is pushing the bill. Just in case you don't believe the group pursuing this bill is an Animal Rights Group, here is another site you can go to http://www.nraila.org/issues/articles/read.aspx?ID=156 . Since its inception, HSUS has tried to limit the choices of American consumers, opposing dog breeding, conventional livestock, hunting, farming, rodeos, circuses, horse racing, marine aquariums, and fur trapping. Anyone who truly cares about the people and their constitutional rights can not support this bill.

Everytime somebody doesn't like something they think it should be voted on and banned.There are lots of things I don't like but, I don't have to approve of other peoples actions.There is a war being engaged in that is for the people of this country to be free to live life how they want to. We as a country should not have to approve how our people live.

Sad that so many ignorant individuals do not understand that this type of bill is merely the first step for groups like the HSUS to eliminate all animal use. Not to mention the attack on the freedoms of life, liberty, free expression, freedom of speech, etc. Our elected officials need to be protecting the rights gaurenteed by the constitution rather than taking the HSUS money to rape it!

To whom it may Concern: I am a Vietnam Veteran that almost gave my Life
for this Country. I am now a Farmer that Raises Goats and Ducks as
a way to help keep my Family fed. I also raise Game Fowl for taking to
Poultry shows and State fairs around the Country. I have Read the Proposed
New Federal Laws HR137 and S261 and it seems to me the way these are
written that these New laws and Bills will infringe on my Livelihood and
with my right to sell and Ship Live birds across state lines. It also
seems that the Special interest groups have there hands in the way these
new proposed laws were written, Why should the HSUS & PETA groups have any
say so, in the way we as Americans live our Lives or Raise our Animals?? I
ask of you to please "Vote NO on HR 137 and S 261" These Bills and Laws No
good for our Country. There are enough laws on the Books already to Cover
Cock Fighting and Animal Abuse in this Country. What these new Laws and
Bills will do, If Passed is Put many Americans on the Door Step of Welfare
and Also take away our Rights As Americans to Raise & Ship Poultry across

This is about the continuing erosion of rural property rights more than anything else. The entire Animal Welfare Act of 1976 is a part of a well thought out strategy to deprive rural citizens of their property. By restricting property use small farmers are driven off the land. If you think energy costs are high, just wait until the food supply is cornered by a few big corporations. America, for it's own good, needs to support a diverse farming community. If we go another 30 years like the last 30, that grocery bill is gonna be getting everyone's attention, but it's gonna be too late then to get 'em back on the farms. I say Urban America should leave Rural American cultural decisions to Rural Americans who are struggling to make a living from the land.

This bill is an introduction to animal rights tyranny. If you do not like cockfighting then do not attend, but do not deprive law abiding citizens of the constitutional right to pursue happiness and free speech. I think the bill goes against everything that people of our country have fought for all of thier lives, we are constantly loosing more and more rights everyday. I fought for my country twice, I serve my state everyday keeping criminals off of the streets and I feel the American people disearve the right to do what generations of our family members and some of the great people of American history have done for many years. Preserve what is left of our freedom, vote against this buill and any other one like it. Just think what is next to go, Hunting ? Fishing ? The right to own a gun, the right to own a dog or cat. To be honest it is hard to tell with all these animal terrorist groups out there destroying the American dream.

I have been in Federal Court today seeing what a Bill by the HSUS Banning cockfighting in Okla.is doing ,Agent's raided a cockfight killing over 100 Game cocks with a snare they would slide it through the slats on the pen's and catch the Gamecocks by the neck and heads then try to pull them out, sometimes pulling their heads off, simply because they couldn't or didn't know how to open the door's, THESE WERE THE FOWL THEY WERE SUPPOSED TO SAVE.The one's they got out alive were put into a drum together and carbon monoxicided.
ANY LAW EXISTING OR OTHER WISE BY THE HSUS, PETA OR ANY ANIMAL RIGHT ACTIVEST TERORRIST GROUP SHOULD BE THROWN OUT!!!

What this bill does if passed is continue to erode our rights that our forefathers fought for.We have a war going on right now and our young man and woman dying each day, for what they believe in.And this is Freedom,Liberty and the pursuit of Happiness.And when our great soldiers get back from fighting this war I dare anybody from hsus or peta to look in their eyes and tell them that (they were fighting to have the same rights as an animal) I think it's time for hsus and peta to stop trying to run this great country of ours with their money.And let our elected officials run this great country of ours, and stop taking our rights away.Please vote no on HR-137.

I Think people should have a choice of what to do especially since sports have continued since our ancestors began. People should not be fined or get into trouble for transporting any type of animal especially if they do not know or have proof of what it will be used for. Makes no sense since there are a lot of different poultry, dog, and livestock shows where these animals are shown. Thanks!!!

i think the law on chicken fighting needs to be left alone. people who fight their fowl don't hurt anyone, but they take a lot of care of their fowl. they feed them well. they make sure they are healthy and in good condition. the government should be more concerned with murderers, drug dealers, rapists, and anyone who hurts people. i have chickens and I can't train a chicken to fight. any chicken will fight, not only game chickens. a rhode island red, which is used for food, will fight. you can't put 2 roosters together when they are matured, and think they won't fight each other because they will. they will even fight with each other at about 3 months if you keep them together in a pen. we raise game chickens and chickens for food and eggs, that is how i know this much about them. if people don't like the sport of cock fighting then they shouldn't go to a fight and let the people that enjoy doing this, do what they want. my husband and i go to the states where it is legal to fight chickens, louisana and new mexico to watch and spend money in motels and restrauants. as i said before, the government needs to be more concerned with other tihngs like my right,,,

vote no for this bill. It will hurt more than just gamefowl breeders. This bill will hurt local economies like feed stores, restaraunts, gas stations, airlines, and shipping services. Waste our tax dollars when we could use it on things that are illegal.

Being a veteran my self from the Desert Sheild/Desert Storm era I gave of my time as a volunteer to defend my country and the rights as a citizen of the United States of America, several soldiers have died for these same rights we have as american citizens. To have some group of people dictate what another group of people can or can not take part of or what kind of fowl they can or can not have is out right injustice. We have more powerful and important issues at hand like homeland security, homelessness, drug addiction in american children, lack of work programs for the unemployed, better grants for those who wish to educate themselves, etc. Who are these people who want to dictate how we as americans chose to live our lives and chose our livelihoods whether its been our heritage or through our cultural beliefs. Please stop these folks who infringe on the rights of peole who live within the city limits and continue to dictate whether we can have pets or not.

This is just another step in the carefully orchestrated Animal Rights Agenda being pushed by all the fanatic animal rights groups (HSUS, PETA, etc.). Notice that these are animal RIGHTS groups not animal WELFARE groups which are very different. The ANIMAL RIGHTS Terrorists (ARTs) believe all animals should have the same rights as any child. That's not what God thought. Read the Bible (oh my gosh, maybe we aren't allowed to do that in the U.S. any more - we must be politically correct you know!) where he gives man dominion over animals - not gives animals equality with man. With potential war threats luming close and the war on terrorism slowly fading away, I believe government policy should focus more on international affairs instead of specific civilian way of life. I believe that the laws in America are becoming more and more twisted. The laws are respectfully not abiding to the US constitution. It's aiming for the better of the city, states, and government. First reason is that everything the government are trying to enforce is stupid and not constitutional, because instead of trying to help American citizens. It is trying to rip them of out of more money because the government doesn't get tax. Make it legal and I think cock fighters will pay their dues.
