Andean Trade Preference Extension Act of 2008 - Amends the Andean Trade Preference Act (ATPA), as amended and expanded by Andean Trade Promotion and Drug Eradication Act (ATPDEA),
to editextend, through December 31, 2008, the wikiATPA program providing for the duty-free treatment of certain imported apparel articles assembled in one or more ATPDEA beneficiary countries (Bolivia, Colombia, Ecuador, and bePeru).

Amends
the firstConsolidated Omnibus Budget Reconciliation Act of 1985 to provide a detailed summaryextend certain customs fees for the processing of merchandise entered into the bill!)United States through December 27, 2014.

Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase the amount in effect on the date of enactment of this Act of any corporate estimated tax installment otherwise due by a corporation with assets of not less than $1 billion in July, August, or September 2013 by 0.25% of such amount.
