Detailed Summary
New Resources for Domestic Consumption Act of 2008 - Directs the Secretary of the Interior to transfer to the state of Alaska all right, title, and interest of the United States in and to the 1002 Area of Alaska (Coastal Plain of the Arctic National Wildlife Refuge).
Requires the Secretary, as a condition of any such transfer, to require Alaska to pay to the United States 50% of all amounts the state receives as a result of developing oil, natural gas, and other natural resources of the Area.
Prohibits export from the United States of any oil produced in the 1002 Area after the date of transfer.
