I believe we should normalize relations with Cuba as soon as possible. Our policy of embargo and isolation have been ineffective and unfairly punitive to the Cuban People

It's the Castro gov who punish Cuban People

The theory of the embargo, enacted in 1960, was that an economic crisis would result, for which Cubans would blame Castro, & then overthrow him. Has this worked? Some say it is working. They've been saying it for 47 years.

The Cuban Embargo is finally being recognized as failing to bring about much, if any, change to the people of Cuba. More than anything, the people continue to suffer because of the embargo. I believe, as do others, that HR 654 will begin to remedy the embargo by permitting greater commerce between Cuba and the U.S., as well as permitting greater travel between the two countries. All of the ills of Cuba may not be resolved at first, but it is a beginning. So many positive things could and will be the result of complete removal of the US embargo against Cuba.
