Home Energy Assistance Through Emergency Relief Act - Makes appropriations for FY2008 for payments under the Low-Income Home Energy Assistance Act of 1981 (LIHEAP Program).

Makes appropriations for FY2008 to carry out the Weatherization Assistance Program for Low-Income Persons under the Energy Conservation and Production Act.
