Detailed Summary
Amends title XVIII (Medicare) of the Social Security Act to: (1) extend through July 1, 2012, Medicare incentive payments for physician scarcity areas; and (2) establish new rules for scarcity areas in the case of physicians' services furnished on or after July 1, 2008.
Direct the Secretary of Health and Human Services to study whether the primary and specialist care ratios applied under such new rules are appropriate to provide the proper incentive payments for physician scarcity areas.
