Simplifying and Updating National Standards to Encourage Testing of the Human Immunodeficiency Virus of 2008 or SUNSET Act of 2008 - Amends the Veterans' Benefits and Services Act of 1988 to repeal provisions prohibiting the Secretary of Veterans Affairs from performing widespread human immunodeficiency virus (HIV) testing, but allowing voluntary testing of certain individuals.
