H.R. 5964 would amend the Clean Air Act to extend the compliance period for persons subject to the renewable fuel mandate in the years 2008, 2009, and 2010.

Detailed Summary

Amends the Clean Air Act to allow any person that is unable to generate or purchase sufficient credits to meet renewable fuel requirements to carry forward a renewable fuel deficit in calendar year 2008, 2009, or 2010 for three years in lieu of the one calendar year currently allowed.
