Capitol Visitor Center Act of 2008 - Establishes within the Office of the Architect of the Capitol (AOC) the Office of the Capitol Visitor Center (CVC).
Requires the AOC to appoint the Chief Executive Officer (CEO) for Visitors Services.
Requires the CEO to establish within the CVC: (1) a gift shop; and (2) certain food service operations (pursuant to a a contract entered into with a private vendor).
Authorizes the CEO to enter into licenses and other agreements for CVC operations.
Establishes the Capitol Visitor Center Revolving Fund.
Transfers the authorities and personnel of the Capitol Guide Service to the Office of the CVC.
Establishes in the legislative branch the Office of Congressional Accessibility Services. Transfers the authorities and personnel of the Congressional Special Services Office of the Capitol Guide Service to such Office.
