Amends the National Parks and Recreation Act of 1978 to require (currently law authorizes) the Secretary of the Interior to: (1) permit hunting and fishing on lands and waters within the boundaries of the New River Gorge National River; and (2) designate zones where, and establish periods when, no hunting or fishing shall be permitted.
