Detailed Summary

Amends the Federal Food, Drug, and Cosmetic Act to exempt from restrictions on shipment to the United States of previously exported prescription drugs or drugs composed wholly or partly of insulin that had been shipped directly from a state to the U.S. Virgin Islands.
