Satellite Consumers' Access to Public Television Digital Programming Act of 2007 - Amends the Communications Act of 1934 to require a satellite carrier that offers multichannel video programming distribution service to over five million subscribers to retransmit the digital signals of each noncommercial educational television station that is located in any local U.S. market.
