Detailed Summary

Memorial Dedicated to All Victims of Terrorism Act of 2007 - Directs the Secretary of the Interior to permit Suse and Peter Lowenstein to establish a commemorative work on lands under the Secretary's administrative jurisdiction in the District of Columbia or its environs to honor victims of terrorism.

Prohibits the use of federal funds to pay any expense for the establishment of the commemorative work authorized by this Act.

Makes Suse and Peter Lowenstein solely responsible for acceptance of contributions and payment of the expenses for the establishment of such commemorative work.
