Declares that Congress finds that the Harmonized Tariff Schedule of the United States was amended on February 3, 2007, to provide that certain high-density fiberboard shall include laminate boards bonded in whole or in part, or impregnated, with synthetic resins. Applies such amendment retroactively to certain entries.
