Directs the firstSecretary of State to provide a detailed summaryreview and report to Congress on the marginalization of Pacific Island students in the bill!)awarding of Fulbright Scholarships.
Requires the Secretary to establish an annual one-year program within the J. William Fulbright Educational Exchange program providing scholarships to Pacific Islands students who are citizens of any of the listed countries for study in the United States pursuant to the terms of such Exchange program.
