Detailed Summary
Prohibits U.S. assistance to the Palestinian Authority (PA) unless the President certifies to the House Committee on International Relations and the Senate Committee on Foreign Relations that: (1) the PA leadership is not tainted by violence, has publicly rebuked Palestinian violence, has ended incitement, and has taken all actions within its capacity to dismantle the terrorist infrastructure; and (2) the violence in the West Bank and Gaza has subsided.
