<summary>
Generations Invigorating Volunteerism and Education Act or the GIVE Act - Amends the National and Community Service Act of 1990 (NSCA) and the Domestic Volunteer Service Act of 1973 (DVSA) to revise the programs under such Acts and reauthorize appropriations for such programs through FY2012.

Revises under NSCA: (1) the School-Based and Community-Based Service-Learning programs and Higher Education Innovative Programs for Community Service, also known as Learn and Serve programs; (2) National Service Trust programs, also known as AmeriCorps; (3) the National Civilian Community Corps (NCCC); and (4) the Investment for Quality and Innovation program.

Authorizes new Summer of Service programs, within School-Based Learn and Serve programs, that provide certain elementary and secondary school students with summer community service-learning projects for which they earn educational awards.

Eliminates the current Community-Based Learn and Serve programs.

Gives special consideration to minority institutions of higher education (IHEs) in funding Higher Education Innovative Programs for Community Service.

Establishes a new Learn and Serve program, Innovative Service-Learning Programs and Research, providing matching fixed-term grants to states, nonprofit organizations, and IHEs to: (1) provide community service-learning opportunities to elementary and secondary, college, and graduate students; and (2) research and evaluate service-learning.

Includes among eligible AmeriCorps programs: (1) an E-corp program increasing community access to technology; (2) a program engaging citizens in public safety, health, and emergency preparedness services; (3) a youth mentoring program; and (4) the Education Awards Only program.



Increases National Service educational awards for AmeriCorps, NCCC, and Volunteers in Service to America (VISTA) participants.

Includes among needs to be met under the NCCC program, disaster relief, infrastructure improvement, environmental and energy conservation, and urban and rural development.

Establishes a National Office of Outreach and Recruitment in the Corporation for National and Community Service.

Establishes matching fixed grant Innovative and Model Program Support programs within the Investment for Quality and Support program that include service programs for disadvantaged youth.

Eliminates federal funding for the Points of Light Foundation.

Revises under DVSA: (1) the VISTA program; and (2) the National Senior Volunteer Corps (Senior Corps), including the Retired and Senior Volunteer program (RSVP), the Foster Grandparent program, and the Senior Companion program.

Gives priority in VISTA participant selection to disadvantaged youth and retired adults of any profession.

Authorizes new VISTA programs, providing grants for programs of national significance that provide poor and rural communities with: (1) financial literacy and planning; (2) before-school and after-school services; (3) community economic development initiatives; (4) assistance to veterans and their families; and (5) health and wellness services. Eliminates the VISTA Literacy Corps, University Year for VISTA, and Literacy Challenge Grant programs.

Raises the minimum and maximum stipend provided to VISTA participants.

Prioritizes RSVP projects in education, health and wellness, youth crime prevention, public safety, emergency management and relief, and access to technology.

Makes anyone 55 years of age or older eligible as Senior Corps volunteers.

Authorizes stipends to Foster Grandparent and Senior Companion program volunteers whose income does not exceed 200% of the poverty level.

Includes among the programs eligible for Senior Corps funding those addressing energy conservation, the environment, and homeland security.

Expresses the sense of the Congress that the number of AmeriCorps, VISTA, and NCCC participants should reach 100,000 by 2012.

Passing of HR 2857 would help my hometown of Groveton, Coos County, New Hampshire. The last industry, Wausau Paper Corporation, closed 31 Dec 2007 and put 400 people out of work. The 2005 Census Demographis lists Groveton's population as 2,417 and the median age is 38.4 years.

I agree with Joy, I see very little benefit from ammending two programs to accomplish the same amount as before.

If it costs money NO stop spending!
Can't get an answer as to exactly what it is but sounds like it may be a so called...manditory- volunteer oxymoron bill NO to that too.

Be VERY careful!

This bill has an incidious side to it! It seeks to have volunteers SPY for Big Brother (watch this argument on ESPN local cable for the House/Senate debates, aired this morning! 03-06-08)

Please keep in mind that there are VERY dark forces "in play" for our civil liberties and rights (to be taken from us)!

Write to your congress people and senators, today, to put a STOP to this type of legislative "hijacking"!

It is very disappointing to Heaven's Miraculous Angelic Giving Inspirational Child, Inc., that our government spends 42 million dollars on letters about a tax refund, billions in Iraq, and yet the G.I.V.E. Act struggles for acceptance.

If they don't pass the G.I.V.E. Act, "We the People" will have to GIVE more of our tax money for prisons, GIVE more of our tax money for drug and alcohol abuse, GIVE more of our tax money for teenage pregnancy, and GIVE more of our tax money for welfare.

The G.I.V.E. Act and a proactive approach seems so much more logical, supportive, and responsible.

A vote for Service-Learning and support for Service-Learning will enrich this country, its youth, and its educators. It will also keep more money in your wallet in the long run.

When you realize how valuable Service-Learning is, please call your representatives and persuade them to pass the G.I.V.E. Act.

You will have to take that out several place values for how much it will cost to incarcerate and rehabilitate, instead of using Service-Learning to inspire those we need to educate.
