I'm surprised of the percentage of nays against the bill. I'm curious why they would hold this position.

This is a win-win all around; money for basic research (always preferable to subsidies), alternative energies that both address climate change threats and over-dependence on foreign oil. And it combines two of the greatest global centers of research and development - the US and Israel
