Don't beleive this is what the Social Security Act was ment to do. Would have looked better under Federal Unemployment Tax with same limitation. This is a large tax for only 350,000 to 500,000 workers. Maybe its just a way for Uncle to tax again so Social Security Taxes they have already spent.
