Without the Federal matching funds, collections, The Congressional Budget Office estimated that if states replace half of the funding gap with new state funds, the provision would result in a net reduction in Federal funds of $4.9 billion (reducing collections by $8.4 billion) over the next ten years.
Child Support Enforcement is highly cost-effective. Nationwide, the Program collects $4.58 for every dollar spent! See, Dept. of Health and Human Services, 2007 Budget in Brief, at 87, available at http://www.hhs.gov/budget/docbudget.htm. In or about March 2004, Office of Management and Budget found that the federal child support enforcement program was the highest rated social services program and block grant/formula program among all reviewed government-wide. Without regular child support, there will be an increased burden on the welfare systems of all States and more children will be living at or below the poverty line.

Ms. Hetzel probably works for the government and should know that $4.58 collected for each dollar spent is totally misleading. Most of the $4.58 is unrelated to fathers who pay pay child support without collection expense. No government money is required to collect child support from this group. Ms. Hetzel seems to want to pull the wool over the eyes of congress to mislead those in power who will vote on this bill. Perhaps her job is at stake or she is willing to punish innocent victims who are truly indigent and have no means to pay a large amount of child support imposed upon them by an indifferent and money hungry judicial system.

I am on disability and in no way am I an unfit Father. I am in the begining process of divorce and it is going to be a very bad one since I am falsely accused of abuse and death threats. I have not seen my 10 year old son since 2006 September 13th due to her claiming a 209A falsely. I know I will be facing child support. Fair is fair but this is ludacriss and it will make me into a noncustodial parent against my will and a criminal with no prior criminal records. I AM NOT A CRIMINAL!!!!! Stop this madness NOW!

I support my children daily ... I play with them, I teach them, a buy them clothes, I feed them, I cry with them. Why is the Judicial system attacking families and spending our tax dollars to destroy families and abuse kids by taking a parent out of their lives?

The child support enforcement system has been deceiving legislators for years with its claim that it cost-effectively collects $4.58 for every dollar spent. This statistic is a LIE, manufactured by including ALL the child support that is collected and comparing that amount to the cost of this bureaucracy. What this agency leaves out is that it has little to do with the 95% of non-custodial parents in its system who would be making their child support payments voluntarily without "big brother's" involvement. Without just cause, almost every non-custodial parent in the country is forced to make their child support payments through a wage assignment order and, consequently, through the child support enforcement system. Why? So that this wildly incompetent and inefficient agency can take credit for collections that would have been made regardless of its existence and so the state can maximize the money that it gets in matching Title IV-D federal funds.

How much money one parent spends to support their child should have nothing to do with the other parent's "dependency" on government assistance.
This is called enabling, as well as extortion.

The government needs to back off the child support collection and put the emphasis back into what is best for the child. Children need BOTH parents. In most divorces, equal parenting would work and no support should be ordered.
Crack down on the custodial parents who deny visitation to the paying non-custodial parents. Help those parents who are consistantly denied a relationship with their children because of PAS and greed. The children are the ones who ultimately suffer when they are denied access to both parents.
Lets make thing EQUAL first. Get the family part back into the family court.

I have been deprived of the fundamental right and responsibility to raise and nurture and to freely associate with my children. The petitioner, her attorney, and the court system have conspired to deprive me of my children for money and control. All without due cause, equal protection, or compelling reason, constituting cruel and unusual punishment for doing no wrong.
The abuses in this case are pure EXTORTION, using my children as ransom (except I am not paying for their return, they are never really returned). I have strong evidence and testimony that depriving my children of time with their father is detriment to their best interest.

Title IV-D is driven by nothing short of Legislative Deception and lies. There is a truth underlying this continued effort to oppress individuals, specifically the Non Custodial parent, in order to continue programs that funnel huge sums of money to each state.

The truth is alarming, the damage is complete and the horror is real. Argue all you want. The Federal Government, led by deceptive third party agenda, is intruding in all our lives and ultimately is destroying our families, and worse, our children.

My ex hid for over 8 years! Wouldn't call, write or visit his kids because his wife didn't want the kids around him. She was jeallous of the kids and viewed them as a threat to her relationship with him... They are divorced now and he calls occationally. But, the kids don't know him or have a real realationship with him. Nor does he like paying child support nor does he visit more than once every couple two or three years. When he does visit he spends less than an hour with the kids. Our oldest is now in college and he really hates paying child support for her. He makes 4 times what I do and for years he wasn't paying child support at all because we couldn't find him. So, in this situation sharing custody wasn't an option. I went on welfare to support the kids. I'm no longer on welfare, but I do occationally have to ask for charity food and I shop at goodwill. He doesn't!

Having researched it for years I am willing to share my research with others who have been truly and wrongfully injured by a money hungry judicial system. I do not want to aid anyone who just wants to evade the system if they are physically and financially able to pay an ethically and justified child support.

I am a custodial parent of 2. My ex works but does not pay child support. He plays the system and does a very good job at it. There is a court order for him to pay, they have attacthed his wages but when DHS finds him he leaves that job for another. He is allowed to see the kids anytime he wants, I have never kept them from him, he lives only 10 minutes away but does not take advantage of it, he chooses not to see them. I have to work 2 jobs just to pay the bills and some days that is not enough. I pay all medical, living and any other expenses you can imagine. This bill would help families like me and the innocent children that are caught in the middle.

Gentlemen, please don't take this the wrong way, but you need to stop whining about paying your child support. I feel your pain, as a former "deadbeat dad" who once owed over $60,000.00 in child support I understand how you feel. But whining about it and complaining that the system is unfair only adds to the frustration you are already feeling. You must adopt a different mindset to overcome this lopsided system where the cards are stacked against you. THe CS Doctor does not realize that when your income increases, so does you CS/Alimony when you go back to court every 3 years for a review. Do you really think the government is just oging to let you keep that extra money? NOT! Wake up dude. This is the worst case of organized crime that has ever hit America! child support is what you do when you have your child.... i.e., spending time with them , talking to them, hugging them, letting them know you love them EVERYDAY. child support can not be collected, it can only be spent with your child. sending big brother to stick its nose where it dont belong only makes the problem worse. when my child was born he was equaly mine & hers then , WHY NOT NOW? i hope you can sleep at night big brother, knowing you made money from destorying childerns lives.

i am a father in the military, i had currently lost custudy of my 4 year old daughter because of my enlisting to help protect my country and make a better life for my family. The laws for tennessee child support are putting my wife and step-daughter in debt with no kind of resource money. They right the laws do they consider that if the one collecting is abusing his/her right when spendind shamelessly. If you don,t think it happens you need to open your eyes. The child support collection program is the most successful collection program in recorded history. The federal incentives pay $3 to every $1 collected to the state coffers. The money is coming from the Social Security trust fund retirement tax dollars. There is a 93% collection rate much higher than industry standard of 43% so a very successful program. However, the devastation has been on breaking up families. The states need to break up families in order to create this collection relationship. It is destroying our children by breaking their homes. Research suggests the welfare reform act of 1996 which this federal incentive was started has done more to create a damaging environment to children by putting them in a single where children are more likely to get involved in gangs, drugs, crime, and teenage pregnancy than in two parent homes.

Ohio profits $223 million dollars off of child support collections in one year!!!! Not to mention all the families they destroy. Why Should a man pay for everything court cost, medical, insurance, half their pension,401 plan , spousal support should I go on. The system is so oneside. The way I see it you both brought this wonderful child in the world. It's plain and simple 50/50. Let's put the children first.

I have been poring over information about child support and in addition to all the other smoke and mirrors they put up, I am most appalled at the obvious wedge they try to drive between men and women on this issue. They got men thinking that the women are getting all the empathy and help- but I swear to you- if you read the "handbook" there isn't anyone benefiting from this system but the government, and by keeping parents angry, resentful, tired, and poor- nobody ever notices that there is absolutely no "Child" in Child Support, and no "Support" in Child Support. It's a very profitable joke in the United States. No laughing required.

States like Tennessee will never enact Equality in Parenting after divorce. Equally divided time would result in No need for child support. The Democratic Women will die before they allow Equality in Parenting after divorce!!!

All I have to say in DHR or Child Support services has ruined my life, my marriage and now I don't get to see my daughters. The office in Jonesboro, Georgia is run by some disgruntled women that are out just to assume that all men are dead beats. I'm far from that. I have an order with a young lady and it was a setup. I have 2 daughters already and I'm with them 24/7. This "outside" child was financial taken care of but the mom was jealous of my relationship with my girls. Having DHR treating me like a criminal, crawling into my life and continously bothering me, I lost the luxuries i had with my 2 daughters. The "outside" child was my issue for having dealt with this woman but I don't think the courts accounted for my girls because there was no order for them. Why were the penalized? I have issues with the Family Law but it doesn't seem to be changing. It's easier to raise a child than to repair a broken man! Remember that! Is it worth it? NO!

How much longer before it's time for pitchforks and torches!? Years ago I took an oath to uphold and defend the Constitution from all enemies foriegn and DOMESTIC, to only sit by and spend my life savings and asking only for equal shared parenting of our daughter. Instead I got every other weekend and three non consecutive weeks in the summer...why? Well in order to bring more money into big brother and the leeches it supports. Men have had a war declred on them by Family Courts....and the Feminists yawned.

It's not just the government placing a wedge between men and women. They have effectively placed a wedge between custodial parents and non custodial parents. It doesn't matter if the father has custody or the woman does, the government encourages parents to not work together. The more the government can accomplish this task, the more money in their coffers. Plus, it's one thing to arrest men and women for nonpayment of child support who are making above average wages. It's quite another thing to target people who are living below the poverty line for the sole purpose of squeezing whatever they can from them or throwing them in jail. Many people WANT to meet their child support obligations. They just can't afford to meet them. Let's say a noncustodial parent worked 5 jobs, they MIGHT be able to meet their C.S. obligation and still keep a roof over their heads, feed themselves, etc. They could also run the risk of dropping dead from exhaustion. Wasn't slavery abolished in 1865?
