Its too bad this bill is not being persued as agressively as it should. With more than half of FEMA's response force being reservists, DAE's are the backbone of FEMA's overall response capability. Unfortunately 90% of these reservists are retired personnel over 65 years of age. This is not the best demographic in which to use as the backbone of a response agency. In fact, currently more than 40% of FEMA's DAE's are unavailable to respond due to medical reasons. Perhaps this bill should be pushed to the forefront.
